Maynard Select Board approves GovWell contract to replace decade-old permit software

MAYNARD — November 4, 2025 — Maynard Select Board replaces 11-bid permitting software and holds annual tax classification hearing. The board voted unanimously Tuesday to authorize Town Administrator Gregory Wilson to sign a three-year contract with GovWell, a cloud-based platform replacing software unused since 2014 that Executive Director of Municipal Services Steve Silverstein said draws complaints "every time somebody walks into the office." The new system will expand digital permitting from building and health to public works, fire, the town clerk, and licensing, funded through an existing revolving account currently paying $15,000 annually to Full Circle Technologies. Separately, Board of Assessors Chairman Sean Delrose recommended — and the board unanimously adopted — a fiscal year 2026 commercial property tax shift of 1.31, holding flat from last year, against a total levy of $43,399,789 that includes $812,000 in voter-approved overrides; the average single-family bill is projected to rise from roughly $9,600 to $10,167, with multifamily owners facing steeper increases after a revaluation year that pushed that class's assessments up approximately 34 percent.
