Chair Jillian Prendergast led six members through articles covering zoning bylaw updates, a new senior tax work-off program capped at 10 participants and funded from the town's approximately $240,000 overlay account, a companion veteran work-off program under the 2024 HERO Act, and a series of routine bylaw repeals and table corrections, with Nathan Wigfield the lone abstention on a bicycle-related bylaw referencing state law rather than restating local policy. The committee deferred action on the Retirement Board's proposed cola base increase from $15,000 to $18,000, estimated at $9,000 annually, and a board member stipend article pending a possible Retirement Board appearance. A new citizens petition to freeze real estate taxes at fiscal 2025 levels for residents over 70 drew immediate questions about legal authority, with Peter Campbell stating, "My question is whether this is even legal."
